Forum page doesn't look right!

I have had the same problem for a year or two.. It's always like that when my internet is particularly slow.

Could be, but often my internet is slow. But this is the 1st time to have this problem.

Anyhow I guess if it's only that way on Chrome ...

It's only about 1 week ago my Windows 8 was updated to 8.1. Maybe that's the cause.
