Didn't realise the NPA operated that far north

NPA do operate in Ilocos Sur. My wife was born in Paoc Norte which is very close to Quiriino. Only last year there was a case whereby the barangay captain tried to hush up an attempted rape by his relative. The town hall officials tried to cover up the attempted rape so the captain's relative would not face punishment.
The NPA were advised of the town halls refusal to give the case a hearing ............................needless to say the captain's relative has had to leave the barangay, and the captain certainly won't be elected again.
