It's not related to the date of application so in principle it shouldn't be a major issue under normal circumstances.

Hi Terpe, May I ask for your help regarding the vignette transfer? I am really in need of guidance. I am hoping that you could help me through this? I am still here in the Philippines but may not be able to travel before my 30day vignette expires, since my agency here in the Philippines is under the process of license renewal at POEA.
