I've visited Cebu many times. Always had a nice time, but never really felt connected with the place or had any idea to stay longer than a couple of days at a time
Just my experience.
Love Cebu, it is a lot better city than Manila, yes this is my opinion but I am used to Cebu and the surrounding provinces where I was not so comfortable in Manila.
Davao I have never been so I cannot really judge the city.
