As she is a British passport holder, I would not have thought so, unless the Philippines has other regulations that I am not aware of, I am sure someone will be along soon, to give you confirmation of this, or otherwise.

I understand it's still a regulation of Philippines Bureau of Immigration to secure the Emigration Clearance Certificate.

You must secure this at least 72 hours prior to departure.
I recall the EEC validity is one month.

Please urgently seek confirmation from the BI and secure the EEC.

There's previously been many many cases where the child has been denied boarding due to no EEC

    This is Important.

Did she have a Philippine passport as well, surely she could have used that and not have to bother with the ECC. My children hold both passports, there must be an advantage to this.

    Peter, any thoughts?

My first thought is to consider the passport that would be presented to the Philipppine immigration desk.
If a Philippine Passport shouldn't it contain correct visa and maybe CFO sticker?

If foreign passport, then shouldn't the EEC be needed ?

I say this since all 'foreign nations' with 6 months or more stay need an EEC
Even if they are born in Philippines and leaving for the first time.

I may not get much chance to check the current info as we're travelling in Nueva Ecija for a while.

Anyway these are my initial thoughts based solely on what I consider to be logic.

IF they have a Philippine passport too Peter I am sure they cannot overstay.

    Yes that sounds logical.

Wonder why that EEC was such a price then

At the moment we're in San Jose City.
We originally planned to build another property on some land we have here, but with the vagaries of UK economic situation and RoE we're actually now here to sell that land.

Let me throw this out there too. When I took my children to China one time, Vincent's 2nd trip abroad, we were going to travel using their British passports. When we got to immigration at NAIA and handed over all our passports, they called us up because they said Vincent had overstayed. He travelled on his British passport previously to China. There was no mention of ECC we then showed his Philippine passport and suddenly he was not an overstayer and no money was paid, no ECC.

I really dont don't understand why 10k was needed to pay, it doesn't make sense to me unless it was a foreigner price again.
