    Who is bothered really

    In these days where know one seems to bother what are the laws on leaving you blue and black bins out on the pavement all the time and also Cars parking half on and half off on the pavement too,
    Trying to get through to the right department in the city council could take ages and once they answer they pass you onto another person and so on, they take you name and address and thats it nothing seems to happen,
    Its a problem where some people just dont seem to bother about this,
    Surely this is a income waiting to happen for the councils instant fines , and the streets would be better and cleaner looking too, ,

    I was under the impression that the council was the owner of the bins? I didn't ask for them, I just put my rubbish in them because that's how they decided they want to collect it. Mine stay out on the street because if they aren't, they don't get emptied. IMHO i don't own them therefor they are not my responsibility. I wonder if i am right?

    Every time I've bought a new house I've had to go to the local council and purchase my bins, the last time was 2007 and had to pay £18 for each bin, also had to collect them unless I paid extra £10 per bin for delivery!

    I inherited my bins... plus the rubbish in them. Council (contractors) are pretty good with collections though.

    I too hate having to push past dirty vehicles covering half of the footpath. If I see somebody parking that way I'll have a word with them.

    If you don't want them on the path outside your house, perhaps leave broken glass and old nails there.
    Probably a year before the council come round sweeping up.

    They also now seem to practce the obvious false economy of not killing grass and weeds which grow up through road and pavement edges, causing extensive damage.
