My wife holds ILR and our two older children are on their 2nd UK passports ( 8 and 6yr old). Our little one is nearly three and only has a filipino passport as the UK passport office in Liverpool are still processing her applcation for UK passport. What visa will I need to bring her here, we will be settling here for the forseeable future.

Wouldn't it be easier to chase Liverpool for her UK passport
Have you investigated the possibility of a 'Right of Abode' (in the UK) sticker being put in her Filipino passport... whatever that involves ?
I think she'd be able to travel here with that, and be able to stay here until her British passport was sorted out.
