The penal system in the UK is all wrong even before the holiday camps were formed.

Lags will become better criminals by coercing with other criminals. Fact.

Solution?

Put them all in solitary confinement for their sentence. Give them all the books and education material they desire so they can at least turn the corner. Just don't let them mix.
