I can imagine this may look heavy handed, but we dont know what was said to the woman, they may have suggested she leaves the Beach to remove the offending item of clothing, we dont know...
When i was in Davao i was wearing Shorts when i visited Immigration i was unaware of the ruling, but i respected it as it is enforced, had i known they i would not have done such a thing.. I can only say the security outside did not suggest i remove such an item of clothing..
When I visit other Countries i respect there laws and such like, why cant other people do the same ??.

I wouldn't expect the police to be diplomatic or discreet with me if I was drinking alcohol in a public place where it was not permitted.
