Seems it's landmass is larger than Luzon and about half the size of the total land area of the Philippines.
Apart from being a treasure of marine life there's the question of Philippines sovereign rights to explore and exploit mineral resources. Some experts feel there are large natural gas deposits.
Here's the rub, the 'sovereign rights' apply only to those resources underneath the water. The Philippines would find little support in preventing freedom of shipping.
Shame really. Hindsight is a wonderful thing.
