It seems that the letter will be hand delivered at 12.30 pm today and the prime minister will get a text to say it's been delivered, recorded delivery would have done the same sort of job.

Well, ... if I were Prime Minister, I'd have insisted on the recipient's response being formally signed, sealed & delivered - NOT sent via some meaningless text!
