Hmm, ... it's a difficult one! But, for what it's worth, I believe a lot depends on a person's upbringing - adhering to standards of good, common decency and proper manners that he/she is taught during his/her formative years - rather than, for example, their position in society, or how affluent they happen to be ... ... if that makes sense.

I understand Arthur. What you are saying, being brought up with manners and respect does go a long way.
But having commonsense also helps.
