    Filipino President Rodrigo Duterte has openly discouraged his countrymen from practicing safe sex, despite an increase in HIV cases of more than 3,000 per cent in the past decade.
    President Duterte told Filipino men and women to avoid using condoms - claiming it makes sex unsatisfying, and comparing it to eating a sweet with the wrapper still on.
    The controversial president made the statement during a speech discussing how to stem population growth in the Philippines.

    'Pills are free. Don't use condoms because they don't feel good,' he was quoted as saying by CNN Philippines.
    Putting a wrapped sweet in his mouth, he added: 'Eat this. Don't unwrap it... It's like a condom.'
    He then advised a gathering of mostly female workers who had recently returned to the Philippines after employment abroad to 'use contraceptive injections' as they would not affect their libido.
    His comments came as a report from the Philippine Department of Health found that the number of HIV cases in the country has shot through the roof.
    New cases of HIV increased by 3,147 per cent from 2007 to 2017, according to the figures seen by Al Jazeera.
    The report, published this month, found that 11,103 new cases were reported in 2017, an increase year-on-year of 19.85 per cent from 2016.
    International rights organisation Human Rights Watch warned that 'it’s irresponsible for the Philippine president to downplay the importance of condoms at a time when the Philippines is experiencing the fastest growing epidemic of HIV in the Asia-Pacific region.
    'Instead of criticizing condoms as a pleasure inhibitor, Duterte should take meaningful action to protect the health of Filipinos by backing urgently needed policy changes to expand the accessibility and use of condoms in the Philippines.'

    Drug-resistant HIV strain discovered in Philippines could trigger new epidemic, scientists warn

    ‘HIV is not done yet,’ says expert as figures show 56,000 Filipinos now living with condition.

    A drug-resistant strain of the HIV virus discovered in the Philippines has the potential to spark a new epidemic, scientists have warned.

    HIV prevalence among Filipinos has risen sharply in the past decade, at a time when infection rates across the world are beginning to decline.

    The United Nations estimates the number of new cases identified in the Philippines each year has risen by 140 per cent since 2010.

    Researchers are concerned a new drug-resistant version of the virus, HIV subtype AE, could be fuelling the epidemic.

    The strain is more aggressive, more resistant to antiretroviral drugs and progresses to Aids faster than the HIV subtype B generally found in western countries.

    “The HIV virus has the potential to transform itself into a new and different virus each time it affects a cell,” Dr Edsel Salvana, director of the Institute of Molecular Biology and Biotechnology at the University of the Philippines told DW.

    “There are nearly 100 different subtypes of HIV, with new subtypes being discovered every day.

    “Most HIV infections in the Western world are of subtype B. Most of the research that we have on HIV is also on subtype B, though it accounts for only about 12 per cent of all global HIV infections.

    “We have discovered that the explosion of HIV in the Philippines is due to a shift from the Western subtype B to a more aggressive HIV subtype AE.”

    Dr Salvana added: “Those infected by the HIV subtype AE are younger, sicker patients who are more resistant to antiretroviral drugs. We are also seeing a faster progression to Aids under subtype AE.”

    Around 5,000 people in the Philippines were living with HIV in 2006, compared to around 56,000 in 2016, according to UN figures.

    The number of new cases being diagnosed has also spiked in recent years, with some 10,000 new cases identified in 2016 alone, giving the country the fastest-growing HIV rate in the Asia-Pacific region.

    Dr Salvana warned work done in recent decades to combat the HIV virus risked being undone if research was not conducted into the new strain.

    “HIV is not done yet. We cannot think of HIV as a single virus but as a collection of viruses that are evolving, with a new mutation that can possibly set off a new epidemic.

    “The gains that we have made in decreasing HIV infection rates will be short-lived without research and treatment for HIV subtype AE,” he added.

    “This is urgently needed. Specifically for the Philippines, we need more scientists willing to do research work on HIV.”

    I still have a page from the South China Morning Post. The HK newspaper did a large article from a Filipina. I think she was in Quezon City. She was HIV positive. She was sleeping with a Filipino boyfriend but said her mission was to infect as many westerners as possible. I wonder if she is still alive?

    I think their testing must have improved, because surely it must have long been a breeding ground for HIV, with all the 1,000s of 'sex tourists' doing the rounds between there and Thailand, etc ?

    I don't think its just the sex-tourists mate, the PI's population is growing massively, and Duterte advocating no condoms and the church telling them to breed like rabbits, I hate to think how many are wandering around unaware they are ticking biological time-bombs

    Some guy from England has just caught super gonorrhoea after a one night stand somewhere in SEA,his strain is resistant to both types of antibiotics normally given to treat a person suffering from the STI
