Where did she take her IELTS? If she took the test in the UK, she needs to use the UKVI number. If she took the test in the Philippines (like me), she needs to use the Test report form number (because it's the only reference number available in the certificate). I'm not sure if the test report forms in the Philippines now also has a UKVI number though.
