The Child can have immediatly the Citizenship. It just have to be declared at the Embassy of the birth country with a full extract of the local birth certificate (NSO sepca one if birth was given in the Philippines). He will receive a British passport some weeks later. More than very useful (not to say mandatory...) to easily travel abroad.
Just a question, but with what papers the child was travelling ?
