Help needed on education on a talented child

Hi,
Does anyone here knows any institutions or organizations or individuals willing to help a female co-worker of mine (single parent) on the education of her very gifted and a very talented son here in the philippines... my office mate is planning to transfer her son to a public school here since she cannot afford private eductation here, the quality of public education here in the philippines is worse, and many children here become drug addicts and street thugs from public schools. this jeopardize the future of the individuals...
due to a 0.01 difference on the average grade on school, her son misses the 1st honor or top spot on his section and failed to avail 50% discount on the tuition fee as a scholarship grant on the part of the school, he is only availing the 10% discount on tuition is granted for the 2nd honor, her son is 9 years of age and could solve algebra problems and has been winning district and regional competitions here in the philippines, and has done it without any tutorials from her mother... he has potentials to enter and win the national competitions here in the philippines. a real talent on the part of a 9 years old since he has done this on his own his mother practically has no time to tutor or teach her son due to the nature of her work...

Hi tell your co-worker to inquire the local office of your friend’s town/city where
she live, mostly Municipal/City Mayor, Congressmans, Governors etc.
are giving scholarship to those who deserves to have it.
Your colleague's son is really intelligent considering he can solve algebra in a young age

some private schools, especially catholic schools, provide scholarships to gifted children. tell your friend to inquire at some schools. also there are governement officials who provide free education to gifted children.
