If I had known this info 2 years ago when Elsa and I married, I would have also gone to Cebu rather than fart around with Manila taxi drivers and unhelpful Embassy staff. Jeez, I still recall how it took us 2 taxis and a police car to get us to the Embassy to get the Legal Capacity - 1 taxi driver took us to god knows where in Manila (looked like some dodgy area), the other took us to the OLD British Embassy.
