CNI is a MUST
You have to have this certificate, it will take 3 weeks to clear you have to apply in person to the regional registra in your area the net can tell you which is the office for your region. The cert can be collected by someone else on your behalf but you must apply for it in person.
Alternatiely you can apply direct in Manila but you have to live in Philippines 3 weeks before applying and it still takes a further 3 weeks for the certificate process.
