Thanks Joe my additional point was its a free application then? once granted if I return to the UK is it automaticaly tranferable to here?

i don't know much about that, but i don't think so, i would have thought you would have to go and live in portugal for at least 6months and be excerising your treaty rights (working, self-employed etc) and then apply for a family permit for your wife at the Portuguese embassy in manila (is there one ?) , after getting her to portugal, then you would have to sponsor your wife and apply for a british family permit at the british embassy in portugal, and it should all be free
