You can claim Child Benefit if your child is living here in the UK regardless of whether they were born here or not. My step-daughter was born in Phils and has a visa that say "No Access to Public Funds" but we still claim Child Benefit for her and we also claim Working Tax Credits.

In my opinion...if you want your application to 'look good', do not claim any benefits until you get your ILR.
it shouldn't make any difference, your husband is claiming it not you, your applying for ILR not your hubby.
I applied for child benefit and tax creds, no problems at all getting ILR for the wife and kids.
ILR for most people should be straight forward, if you've collected the 20 bits of evidence, done the life in the uk test and your hubby has a job, there should be no problems getting ILR, as the refusal rate is low compared to a spouse/fiancée visa, as you've done most of the hard work already getting the spouse/fiancée visa.
