For an Event of this size unless there is an existing and proven Event Management Plan one should allow a year for this process and clearly were a plan calls for particular funding for the police and medical provision for example one of the vital areas is adequate funding and the confidence of the licensing committee that all areas of the event will be appropriately managed.
