As Iain pointed out it is TB screening and I think it is done more or less "randomly" on travellers coming from RP to UK for settlement...A chest xray? Whats this for? And does everyone travlling from phils to UK need one??
He can get it in Phils or leave it "on chance" to the airport - he might be or might be not screened...
If he will be screened on the airport it will cause a some delay to him to clear immigration definitely.
