I did watched news before about Norway. Their prison cells has a capacity of a certain number only so if there are new prisoners they have to wait in their homes until a vacancy..lol. They don't want to have an over crowded prison cells. So people that are convicted of major crimes are just roaming around town and have a normal life but of course they are being watched by authorities. I wonder why are they on top of the list? wowow
