It would have been helpful to get marriage licence in Manila before I headed to Baguio which is why I was asking if it was possible.

I just want to say that in our experience (Husband and me), both of us were asked for a CENOMAR. What we did was we both went to NSO to get it. We applied for marriage license in Cebu City. I just dont know if it is also required in the other cities here in the Philippines. You can ask your fiancee to inquire in Baguio city hall.
And you are required to have your CNI. It is different from cenomar.
My fiance (now husband) only brought with him his CNI, Birth certificate, passport and baptism certificate.
