Thank you again Sir, So the best thing he needs to do is to let his dad being assess? His dad is blind, and can't stand up by himself without any assistant. . His been staying with his dad house for a long time..He look after his dad but they didn't declare it to the government. his dad is giving him an allowance at mo. and all he needs.

Remember he still could not qualify for carer's allowance unless he does 35 hours per week.

Now, if he can become eligible for exemption of UKBA Financial Requirement he still needs to meet the 'adequate maintenance'.
That means a NET Income of £111.45 (to change in April 2013) after deducting all housing costs/Tax and NI
Could he reach that target?

His with his dad all the time and do most of the thing for him. His dad got a 4 bedroom house and he is 80+ i thing...I will let him know about your advice Sir thank you so much.
