Sounds like an easy,soft target for the UKBA that need to hit their deportation targets to me.
Why don't they say,"Rules are rules" and then immediately start deporting the "legal" and illegal immigrant criminals choking UK prisons? I suppose it is better to rehabilitate them and reintroduce them back into British society then to choose scumbags like Filipino Fred..
