FLR means Further Leave to Remain.
It is applicable for a limited expiry visa (such as a spouse visa) usually 27 months.
Prior to expiry you need to take actions or leave
ILR means Indefinite Leave to Remain
This is an unrestricted visa with no expiry and no constraints.

if you come over on a fiance visa and get married over here in the uk you will have to apply for FLR visa (further leave to remain) so you can legally stay and work here after two years you will then have to apply for ILR visa (Indefinate leave to remain) where you will be allowed to stay in the uk permanetley (settle) free from immigration control.
I you came here on a settlement visa as you were married in the philippines you just have to apply for ILR after two years here

The new requirement for English Language test was effective from 29th November 2010. If you applied for your spouse visa before this date (as in your case) then you do not need to undertake the language test.
Your FLR visa has been issued for a validity of 27 months (Nov 2010 to Feb 2013)
The qualifying period for ILR is 24 months living in UK
However, you are able to apply for ILR 28 days before the end of the qualifying period.
If you began living in UK on 28 November 2010, then you 24 months qualifying
period would 28 November 2012. The earliest that you ILR application is allowed
to be made is 28 days before 28 November 2012. So that is October 31 2012
Now, before applying for your ILR you will need to have a pass certificate for Life in UK test. You can take this test at anytime. You will need to book the test at a Test Centre near to you. The test currently costs £34. You can take this test as many times as is needed, but you must pass before applying for ILR.

Where an applicant has satisfied all of the requirements for Indefinite Leave to Enter (ILE),
except the KOL requirement, they should be granted 27 months Leave to Enter (LTE).
During this time they can, at any point, satisfy the KOL requirement in the UK and apply
for Indefinite Leave to Remain (ILR).

So it seems as soon as you have passed life in the uk test you may apply for ILR

Looks to me like you can go ahead and start studying now. Once passed, apply for ILR at anytime.

yeah we been leaving together for 8 years outside uk and 5 years married with 3 boys 5,3,1 yrs old.

Belle KOL is not language test, it is Life in UK Test.
You do not need to take any language test.
The only test you need to take is Life in UK (KOL)
You can apply for ILR immediately you have passed the Life In UK Test.
No need to wait at all.

Your original question was related to the difference between FLR & ILR
However, it seems that the visa YOU have is a little bit different because you have been living together as a married couple for more than 4 years.
YOUR visa allows you entry as FLR for 27 months, BUT you have a special endorsement attached to your visa (KOL required). This means that you only need to pass Life in UK Test, then immediately you may apply for ILR.
