Hi welcome to the forum,
There are lots of posts about how to obtain a UK CNI here, so take a look with the search facility (top right)
But initially, get your fiance to contact his local Registry Office to find out how to get one in time for your wedding. There are validity periods for the CNI both here and in Phils, (where he exchanges it for a Philippine version) so make sure your timing is right.

Hi, i have also the same question hope anyone haas an idea can help me. My fiance got his uk cni last june 26, 2012, now he will be here in phils. in october, by that time his uk cni is already four months old before he could exchange it to the local cni. Does a uk cni has an expiration like the local cni?

It may be possible to just renew. He should make a visit to the Registry Office and enquire as to the best option.
