A UK citizen ONLY requires a CNI when getting married abroad.
There is no requirement for a UK Citizen to have CNI when the marriage is conducted in UK.
The basis for the No Impediment is the posting of the wedding banns at the registry office prior to the wedding.
There is no UKBA Fianc(e) visa requirement for CNI nor has there ever been such a requirement for CNI.
It's a Philippine law that requires a CNI MUST be issued by the Embassy.
From Article 21 of The Family Code of The Philippines:-
When either or both of the contracting parties are citizens of a foreign country, it shall be necessary for them before a marriage license can be obtained, to submit a certificate of legal capacity to contract marriage , issued by their respective diplomatic or consular officials.![]()
