    yes, the date the HO receives your app, you MUST have been in the UK that same date 3 years earlier.

    so it might not matter if you been here 4,5 years or longer, if the HO get your app say 12/04/2009 and 3years earlier you was in the phils from say 10-24th of april 2006 you will not get citizenship you should have be in the uk on the 12/4/2009, so check your passports and dates, and you might have to delay your app if you was out of the uk 3 years ago
