make sure you apply for a family visit visa, so they could have a right to appeal.
visit visa's are always risky, but then they dont cost much
you need to show you have enough to sponsor their trip, and they can provide evidence that they will return to the phils and a lot of luck
i dont think it asks on the form if the sponsor receives certain benefits, i haven't looked thou
